First of all I want to thank the voters of the City of Franklin for the fine vote given me in the November city election which makes it possible for me to be your Mayor in 1953. I consider it a vote of confidence.

Secondly, I am glad that you have given me a Council which is made up of citizens who sincerely desire to promote the welfare of Franklin. With the assistance of these competent men, all of us working together with one aim, the best interest of our city, we should have a good year and accomplish much. For the sake of efficiency I believe that it is very important for all Councilmen to attend Council Meetings regularly and I urge them to do so. It is likewise important for our various committees to properly supervise their assigned departments. In the next few moments I will give a few concrete suggestions as to what I consider desirable procedure.
