Hon. Walter E. Dunlap, by Harold E. Wescott, Esq,
after which retiring Mayor Carroll introduced Mayor Dunlap to the Council and visiting friends. The oath of office
was also administered to the following councilmen by
Mr. Wescott.

Prayer was then offered by the Rev. Ernest R. Caswell
after which the Mayor delivered his inaugural address. INAUGURAL ADDRESS

Gentleinen of the Council and visitors:
In assuming the duties as Mayor of our city I wish
to state that I was elected with 110 strings around my neck
as I made no promises before election and therefore have
no promises to be held to.
“I can and will promise you an honest administration,
careful expenditures and equal rights to all.”
“I will endeavor to work whole-heartedly with the
council and sincerely seek their co-operation so that we may
work together in harmony, in the best interests of the city.”
